All PC manufacturers should now preinstall Windows 10, but why?

Microsoft does not issue OEM licenses for Windows 7 and Windows 8.1

At this time, PC manufacturers can't buy an OEM license of Windows 7 or Windows 8.1 because the company doesn't want to.
