Mario Kart Tour should actually appear in March, but Nintendo postponed the release. A beta test phase is now starting for the game.
You can apply for the Mario Kart Tour beta on your own website. Although it says that the place of residence must be in the USA or Japan, I was able to outsmart the whole thing with the TouchVPN app for Android.
